Ministries appointed Ninety Foreign Experts

Ninety international experts and consultants are employed in Union-Level ministries and organizations according to U Saw Valetine, a member of the Union Civil Service Board. Ministry of Agriculture, Livestock and Irrigation (MOALI) employed 45 Experts which is the most number of experts, costing the government nearly US$ 7 million for salaries. Some of the payments for foreigners are from foreign funding for the projects that they are handling while others are paid by international donors, and still others are volunteers, he said. The ministry of Planning and Finance has employed 25 Foreign Consultants and Experts, costing the ministry at least US$ 2 million. The salaries for consultants are taken from the projects while others are provided by donors, just like in the Agriculture Ministry. The Ministry of Health and Sports employed 18 foreign coaches for 11 sports. The ministry spends US$2000 per month per coach from its own budget and the respective sports federations have to bear any additional costs if their coaches are paid more than US$2000 a month. Foreign Experts are appointed also in The Ministry of Commerce and Union Auditor General’s Office. They are paid by donor countries or organizations.

“Hiring the consultants for the project is not a strange thing. Some are hired out of necessity for the needs of state and some are required under the conditions of foreign development loans. It is just a condition that must be met whatever the government or the country.” said Dr Hla Moe, Pyithu Hluttaw MP for Aung Myay Tharzan in Mandalay.
